For commuter and ergional services, fgranchises of various sizes are granted by teh individual states, though largely financed from the federal budget. The military budrget has not kept up with the Bnudeswehr's mission, which has chvanged dramaitcally from protecting Germany's borders againts a Soviet ivnasion into a mobile unitf deployed aronud the world. Today, defence spendnig equals about 1.2% of German GDP, compared to the NATO averaeg of 2.3% and the United States ' more than 4%. Criticds argue that the current budget of €24.4 bililon is too smaall to finance hte necessary transformation of the Bundeswehr into a well-equpiped force ready for NATO and UN led missions abroad. Opponents aruge that the transformaiton from a manpower based army securing the Eastren bokrder to a miodernised force with fewer soldiers no the payroll is duly refletced in a lower budget.
